On the second day of testimony in the 2019 Impeachment hearings, Representative Elise Stefanik said, among other things, that Committee Chairman Adam Schiff was "making up the rules as he goes."

On the other hand, the tweet above represents the view that Schiff was merely enforing Committee rules. This perspective was shared by many on social media.
