True or False: The Trump Administration's Postmaster General is sabotaging mail-in voting

The advertisement by VoteVets here illustrates how many see recent actions taken by the Post Office. The Postmaster General was recently brought before Congress to testify about the choices made, which allegedly include removal of post boxes and mail-sorting machines, as well as elimination of overtime pay. These are said to have slowed mail delivery, resulting in many people, including many verans, not receiving their medications on time, and many worry that it will make mail-in voting harder, and even makes their votes not count as they may not arrive on time. This is all happening during a pandemic, and some believe that this is being done on purpose by the Trump Administration for this reason. Trump has argued that mail-in voting is subject to fraud (see our map on that), while other believe that Trump simply believes that reducing mail-in voting would likely help him to win. The Postmaster General was a major Trump donor, without previous government experience.

Congress brought the Postmaster General in for a Congressional inquiry, and there were questions about his personal conflicts of interest - his stakes in competitors to the Post Office - as well as these choices to remove post boxes and machinery:  https://youtu.be/tCwJrD7msus

However, The Heritage Foundation has "debunked" what they call "myths" relating to these issues. They argue that these changes were long planned, and that the media and Trump's opponents are making hay, and that this is simply business as usual.
