The Postal Service provided guidance to state and local governments regarding how to handle time-sensitive ballot requests before Postmaster General Louis DeJoy began his job.

Most mail-in ballot requests are made weeks or months in advance, and can safely be sent using second-class mail; but some areas allow for mail-in ballot requests a few days before the election and so require first-class mail prices to ensure that voters get their ballots on time.
